You are not required to use the preferred provider network; however this network will offer you a negotiated rate for service to decrease your out-of-pocket costs. If there are no Preferred Providers in your area, there is no penalty for using another physician, however, they cannot guarantee that costs will not exceed Reasonable and Customary which is the Insured's resposibility.
